SUNAPEE BOARD OF SELECTMEN
7:00 PM Town Office Meeting Room
Monday, March 28, 2011


Present: Fred Gallup Chairman, William Roach Vice Chairman, Emma Smith, Charlotte Brown, Sue Gottling, Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 7:00PM  

Ledge Pond Conservation Easement
Van Webb, Chairman of the Conservation Commission introduced Beth McGinn, Land Protection Specialist from the Ausbon Sargent Land Preservation Trust who gave a presentation on the easement property; 103.3 acres of town owned woodland, protecting 42% of Ledge Pond shoreline (about 1 mile), and nesting loons-a threatened species in NH. Ms. McGinn also went over the goals; to protect natural environment, provide public access to significant natural areas, and ensure that recreational areas are preserved. The land will still be owned by the town, but will be held, monitored and enforced by Ausbon Sargent in perpetuity. The second required public hearing will be on Monday, April 11th at 7:00PM.

Chairman Gallup closed the public hearing at 7:18PM


Public Comments
Donna Nashaway informed the Board and the audience that the Town of Sunapee, along with the towns of New London and Newbury was recognized by the Ash Center as one of the Bright Ideas in Government recipients for creating a real estate assessing solution that benefits all three towns, Multi-Jurisdictional Assessing.  


Covered Pedestrian Bridge
Donna Nashawaty gave an overview of the meeting that the interested parties had on Thursday, March 24th.   The first target of $35,000 to transport the bridge to Sunapee has been raised thru a very generous group of volunteers who went out and solicited the funds. Motion to have a (2) public hearings on April 11th at 7:45PM, the first for public comments on the bridge; the second to accept the donated money from Project Sunapee by Selectman Brown, seconded by Selectman Gottling. All in favor.

Bruce Jennings Agreement
Donna Nashawaty distributed a series of pictures showing the proposed sewer treatment plant extension to Perkins Pond. In the past, it was discussed that Mr. Jennings would grant the town the easement to lay this pipeline over his property, that has been recorded after all required hearings by Board of Selectmen and comment from the Planning Board and Conservation Commission meetings. The Board of Selectmen has signed the easement deed. The last piece is to grant Mr. Jennings an easement to pass over Treatment Plant Road to his property. The second public hearing will be on Monday, April 11th at 7:30PM.

Chairman Gallup closed the public hearing at 7:49PM.

Selectmen Action
•Chairman Gallup signed the State Health Officer (Michael Dashner) and Deputy Health Officer (Donna Nashawaty) Appointments, which was voted on by the Board at the March 14th meeting.
•The Board received the pending tax deeding list from Betty Ramspott, Town Clerk & Tax Collector. If a property is not to be accepted, notify the Tax Collector by May 4, 2011.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Lake Sunapee Rowing Club for use of Georges Mills Harbor on various dates by Selectman Brown, seconded by Selectman Roach. Four in Favor. 1 Opposed
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Lake Sunapee Cruising Fleet for use of the Safety Services Building on May 14th by Selectman Brown, seconded by Selectman Gottling. All in Favor. Selectman Gottling stated that there are some groups in town that have asked and were told they could not use the Safety Services Building for their meetings, what are the criteria for using the room? Donna Nashawaty stated in accordance with the ordinance, it must be a not-profit organization. Selectman Gottling feels that town groups don’t have a place to meet. Selectman Brown stated that the Sunapee Seniors have to pay a fee, which is reasonable, where they hold their meetings Chairman Gallup suggested that Selectman Gottling, Selectman Brown and Donna Nashawaty get together to review the current policy and come up with some proposals to make it more “workable” for the town groups. The proposals will be added to a future Board of Selectmen’s agenda for discussion. Donna Nashawaty suggested both the Police Chief and Fire Chief be included in the discussion.    
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Jean Clarenbach for use of the Gazebo for her wedding on August 6th by Selectman Gottling, seconded by Selectman Roach. All in Favor

Chairman Report
Chairman Gallup reminded the Board to make sure they read the Legislative Bulletin, which details pending legislation.

Selectman Gottling wanted some minor corrections made to the March 14th minutes. Under Town Manager’s Report, The Bankruptcy Court has a statutory interest rate that they can use to reduce someone taxes back to. The word someone should be someone’s. Under Old Business, It was already bought up at an earlier Selectmen’s meeting that the Board would like a presentation on the new Cats Volunteer Driver program run by Community Alliance, which Donna Nashawaty will be scheduling for a future meeting. The word bought should be brought.
Motion to make the corrections to the minutes of March 14th by Selectman Gottling, seconded by Selectman Brown. All in Favor  

8:25PM- A motion was made by Selectman Gottling to go into non-public session under RSA 91-A:3 II (a) dismissal, promotion, or compensation of any public employee. The Motion was seconded by Selectman Brown and roll call vote approved unanimous.

8:55PM-Motion to come out of non-public session by Selectman Gottling, seconded by Selectman Brown.

Motion to seal non-public minutes by Selectman Roach, seconded by Selectman Smith and roll call vote approved unanimous.
